IMO, the real question is why does the customer think it is a problem
to not receive two copies of a message which differ possibly only in
the subject prefix and list specific headers, headings and footers.

Exchange thinks they are two copies of the same message, and in many
respects they are.

If you are going to use software that insists on implementing
Micro$ofts view of how things should work without giving you any
control, then you're stuck with what you get.
