[Mailman-Users] Exim4+Debian - Moderation action inaction

I am new to the list.  I have searched the archives and I can't find a
message concerning the problem I am having.

My MTA is exim4 and I use apache.  It is a debian testing server and I
installed mailman via apt-get.  I have reviewed and followed the
relevant README's.  I have a feeling something really dumb is going on.

I set up a list and sent one test message.  It is being held for
moderation and as the list owner I get an email every morning telling me
as much.  I load a browser, use the script to get to the pending
moderations page, I click the accept radio button and submit the form.

The page reloads as is.  The message is still there, as if I had taken
no action.

Nothing in error logs, the SMTP log just reflects the owner notification
being delivered, nothing else.  All the other logs look fine, as if the
list is getting no traffic except for the daily notification of the test
message being held for moderation (non-member posting to a members only
list).

Any ideas?
