[Mailman-Users] suggest about default at admindb.py from DEFER to DISCARD

Why don't you set the value in the admin console in the first place?  
Under Sender filters, near the bottom:

Action to take for postings from non-members for which no 
explicit action is defined. 
Set it to discard.
Or use this patch already made to discard all:
[ mailman-Patches-810675 ] Add 'Discard all messages marked
	"Defer"'
