I had set:
VERP_PERSONALIZED_DELIVERIES = Yes

but missed:
OWNERS_CAN_ENABLE_PERSONALIZATION = Yes

After adding that to my mm_cfg.py and restarting qrunner, the option now 
appears on the Non-Digest Options page.  Thanks, Mark!
