[Mailman-Users] Why the bigger email goes to shunt folder?

I configure the maximum email size to 0 which means un-limited. But I still
can't send big email. Mailman puts it to shunt folder. It's not a discarded
email which will be forwarded to the owner as configured.

 

Why?
