[Mailman-Users] Simple all postings moderated list?

I'm going crazy trying to set up a list that is completely moderated. I
get the result I want by flipping the Emergency moderation flag, and
also by setting the modertation bit on all users. The problem is, when a
new user signs up their mod bit is not set. :-\ Why isn't there just a
checkbox that says, "All Postings Moderated" ... Or is that what the
emergency flag is supposed to do? It seems a bit strange to use that.
