Don't think so. The mail system muß be configured to and that cannot be done
without telnet or ssh access to the server. Without configuring the mail
transport agent no mail will get to mailman to be resent to all members of
the list.
So you should ask your webspace provider if he installs mailman and sets up
a list for you.
