Read the entire INSTALL file, it sounds like you're going to need to
be familiar with it so you can explain how to setup mailman to
whomever was supposed to have done that.  :)

Search for pipermail in the INSTALL file.  There are examples of the
directives you would add for an Apache web server.  I have these for
my webserver:

    ScriptAlias /mailman/ /var/mailman/cgi-bin/
    Alias /pipermail/ /var/mailman/archives/public/
    <Directory /var/mailman/archives>
        Options +FollowSymlinks
    </Directory>
