[Mailman-Users] Installing Mailman

Are you referring to the directory on my hard disk, or on my website? And,
where do I enter the command wget
http://ftp.gnu.org/gnu/mailman/mailman-2.1.2.tgz

I previously downloaded mailman-2.1.2.tgz and mailman-2.1.2.tgz.asc to my
hard disk. I'm using Win98SE and IE6.
