[Mailman-Users] Unpacking Mailman

I've downloaded mailman-2.1.2.tgz. Now what? I don't understand the unpacking instructions at www.gnu.org which says unpack it with the following commands: 
% cd /usr/local/src
% tar zxf mailman.tar.gz
