It is likely a permissions problem. Check your perms on
/usr/local/mailman/data/aliases and aliases.db. Mine look like this:
$ ls -l aliases*
- -rw-rw---- 1 mailman mailman 5.6k Mar 13 14:03 aliases
- -rw-rw-r-- 1 mailman mailman 12k Mar 13 14:03 aliases.db
- --
