[Mailman-Users] preventing commands to list address

I would like to prevent messages requesting to subscribe or unsubscribe or
to get help that are sent to the list address to be bounced to the list
owner. Do I utilize the bounce_matching_header configuration to do this? How
would I make this the default in the mm_cfg.py file?
