That was my guess as well, and that's exactly what happens with MM 2.1.

If I knew some python (and if I actually wanted this feature for more than
just to satisfy a curiosity), I'd be tempted to add an option to rmlist to
dump an .htaccess into the private archive dir for the deleted list and then
let the user know they could move/copy the archives someplace in their web
tree.
Then again, if I knew some python I could probably find other cool things to
try and add to Mailman (like a MySQL MemberAdaptor). ;-)
