Jon,

It is normal!  A good solution that will work is StripMime.  It takes the 
email and strips out the mime, multi-parts, and the attachments.  Since we 
do not allow attachments this is the best solution for my list.  I am using 
MM2.1.  You can find StripMime at http://www.phred.org/~alex/stripmime.html  .
