Yes, except it does not have the ability to set the domain at or before the 
time of list creation. If you want to do it in a true virtual hosting manner, 
you need to send the listowner notification email to yourself when you create 
the list. You can then log in to the admin interface, set the domain, and 
then edit and forward the listowner notification email.

Yes.  Check http://www.list.org/features.html for more of what it can do.
