[Mailman-Users] htaccess-Restriction does not work

hi !

i want to have a .htaccess file for the archive and for the page to
subscribe... i don't want to disallow an ip... (no directory-directive
wanted in httpd)

but where do i have to place this htaccess file??? i have tried in
/usr/lib/mailman/cgi-bin/
and
/var/lib/mailman/archives/public/
but without any success ...

i am using mailman 2.0.13


any ideas?
