Is there anything in your apache error logs?  Perhaps you don't have the
FollowSymlinks option set?  Do you have other lists with public archives
that work correctly?

You might want to run check_perms to make sure the permissions are right.
You shouldn't have to mess with the symlinks that mailman creates to the
private directory where the archives are actually stored.
