yes, that was exactly it.
interestingly, rather than the page that says 'no requests pending', i
got basically the full request page, but without anything to do! there
were two 'submit all data' buttons, but that was all.

they were rw-rw-r--, i assume that's correct - same for other (working)
lists on the same system.

done, and fixed. :D
thanks for your help, and thanks for your patience.
someday, i'm sure i'll learn how to ask for help properly (and yes i
have read esr's how to ask questions :D).
