It scans the subject and the first N lines of the message, where N is set
via DEFAULT_MAIL_COMMANDS_MAX_LINES. The default looks to be 25. See
the IsAdministrivia function in ~mailman/Mailman/Utils.py (as Barry kindly
pointed out the other day).
