My suggestion would be to do a parallel installation of Mailman 2.1.1,
test it and get it working, then move the one good list from 2.0.13 to
2.1.1.  Aside from hopefully fixing your problem, it'll give you very
nice benefits such as the ability to create new lists through the web.
