[Mailman-Users] Mailman as an announce list only

Hello there
I need to send a message once a month to a list of people. Can I use mailman to do it?
I mean the people by himself can subscribe and unsubscribe from the list? but they can not post to the list itself.
Is it possible to do with mailman. 
I know that for example the Linux Gazette Announce List work this way.
