[Mailman-Users] e-mail subscription interface

Hi,

I am trying to figure out how to subscribe to a test list I have set up
using e-mail, not the web interface to mailman.

I sent an e-mail command like this:

mail mailman
Subject: subscribe
subscribe test nodigest address=user at domain

(test is the listname)
but it just sits in the mailman spool directory and is not processed.

1. is my syntax incorrect?
2. if not, where should I start looking?

I am using Mailman 2.1b3
