I'm not sure that you're following Jay's point.  He appears to me to
be arguing (and I agree with him) that To:, Cc:, and Bcc: headers
have semantic differences in their usage.  Your standardization of
what goes where destroys those semantics.

Yes, the semantics are not universally recognized and some users
won't follow them.  But that doesn't mean they should be squashed.
(Note also that I'm talking here about distinctions to humans and
explicitly not about filtering on them.)
