[Mailman-Users] Help!!!

Hello everyone,  I am a total newbie and need some help.  I can't get 
newlist to work.  I have inherited this system and don't know what is 
wrong.  There are many lists up and running right now but I need to put 
more up.  The error I get is command not found.  The manuals just say to 
run newlist, what am I doing wrong?
