There is no problem.  Her "mail sending format" is set to something funky.
This is a mail client issue, not a Mailman issue. Try the following:

Outlook Express -
  Tools
    Options
      Send (tab)
        Mail Sending Format
          HTML settings
            Mime Message Format
              encode text using:  <-- set to "NONE"

There are some other places were she could have mucked up her mail sending
format, so she might have to look around a bit in her options.
