The only time I've seen this behavior is when someone posts a MIME message (in HTML or whatever) to a list. Then the footer gets dropped because it occurs after the final MIME boundary.

Try sending a message explicitly in plain text only and see whether the footer reappears. If it doesn't, something more serious is wrong.
