Our Institution requires standard header/footer on all page. (They also 
require that we stick to a standard color palette)

I have been able to successfully change the header/footer specific lists
http://studentorgs.utmb.edu/mailman/listinfo/fpsa

But have not been able to figure out how to add my header/footer to the 
main info page:
http://studentorgs.utmb.edu/mailman/listinfo

I have a good understanding of HTML but very limited understanding of 
python scripts.

Any solutions?
