[Mailman-Users] attachments causes footer not to display

I run  a few mailing lists using 2.0.13

If a user posts a plain email to the list the footer comes through ok (I.e.
to unsubscribe or modify your subscriptions options visit http://blah)

However if a file attachment is sent through as well as plain text the
footer is not sent in the email.

Has anyone come across this?

I haven't seen it mention in any of the list archives or known bugs, so I
wonder if it's something I've got set wrong?
