Hmmm... What does the lock file directory look like?  (In other words, are
the files locked...)

I had a problem where one of my admins upgraded his browser to a special one
that didn't do cookies right and he would regularly lock up the queues that
he was admin-ing.  The ~mailman/lock directory showed the processes and keep
the queues locked.
