See SMTP_MAX_RCPTS in ~/Mailman/Defaults.py and ~/Mailman/mm_cfg.py.

You may wish to re-examine that choice.  In general you'll get far
better performance and scalability out of alternate MTAs such as
Postfix and Exim.
