Open the list for anyone to post to (don't have to be a member of the 
list), but use a regular expression to limit the users who can post to the 
list.  There is a field in the Admin for each list that is specifically for 
this.

Yes.  There is a field for this in the Admin setup, where you define the 
folks who can post to the list.
