As I understand it, /mailman/admin is a script or program which takes
the `/test' part as a parameter. Look for a file named `admin' or
`admin.cgi'.

I could be wrong. But I can visit:
        URL: http://localhost/mailman/listinfo.cgi
and:
        URL: http://localhost/mailman/listinfo.cgi/test

I get the appropriate pages.
