[Mailman-Users] check_perms

Odd. My 'drake 8 box won't install from an RPM to save its little furry life,
but I built Mailman (and everything else) from the tarball, and it's working
fine. ::shrug::

Of course, that didn't stop me from building a separate Mailman machine on RH7.1
for our actual production server...
