My understanding is that there is not, at this time, any way to create an 
explicitly read-only mailing list.  All you can do is make it a moderated 
list and reject all postings except your own newsletter postings.

No.  But they only need the password to unsubscribe, change their 
subscription options, or read the list archives, and they can set it to 
whatever they want.
