Messages are queued in Mailman, and released when the "qrunner" task
runs.  Qrunner is executed by a cron job.  Check the mailman user's
crontab, and be sure that qrunner is in there and running on schedule.
The default mailman crontab is in /path/to/mailman/cron/crontab.in.
