Do you have any entries in the posters option? (The Addresses of members
accepted for posting to this list without implicit approval requirement.)
The meaning of entries in this box changes significantly when when 'Restrict
posting privilege to list members' is changed.  If you set 'Restrict
posting...' to NO, and have *any* entries in the 'posters' option, then
*only* those addresses will be able to post without administrative
approval.  (So the short answer is, please check that you have no entries
in the 'poster' box.)
