This, obviously, seems backwards, and my list is running beta4, and it's set to
'no', and list members and non list members can both post.

Are you certain?

Unfortunately there are very few paths with "automagic reject"; all the
filters end up squirreling the message away for you to consciously
reject.

The good news is you don't have to reject them right away.
