[Mailman-Users] mailing list subset?

I maintain two mailing lists (A and B). B is supposed to be a subset of A,
i.e. all members of B are also members of A, but not all members of A are
members of Be.

Therefore I tried to add B as a member of A. When I now send an mail to A,
get the following message:


"
Your mail to 'B' with the subject:

   foo

Is being held until the list moderator can review it for approval.

The reason it is being held:

    Implicit destination
"


What does "implicit destination" mean?

Any workaround available?
