[Mailman-Users] Send-only lists

What's the best way to set up a list that anyone can subscribe to, but
only a few people can post to.  From what I've seen, it looks like the way
is to set it up so that posts have to be approved by a moderator, but then
just don't approve anything.  However, this still sends people their
welcome message saying that they can post to the list.

Is there a better way?
