Mark,
I forgot to add....

You should also have the scriptalias in the srm.conf

e.g.
ScriptAlias /mailman/ /usr/local/mailman/cgi-bin/

that way you can run scripts from that directory... which is how all the
other html is built on the fly... based on the templates in the other
directories...  You'll never really find that html.

Have you looked in your error log for anything...

e.g.  /usr/local/mailman/logs/error
