[Mailman-Users] Restricting access to Listinfo

Whether you restrict the page or not, they'd still be able to subscribe
unless you disable the <list>-request , just make it so you have to
approve anyone who subscribes. Thats not the best solution but unfortunaly
its the only one I see. Perhaps I'm missing something.
