No, that's not right.  The names *in* /home/mailman/archive/public are
links to files of the same name in /home/mailman/archive/private (assuming
the "public archive" attribute is set for the list).

/home/mailman/archive/public gets made in the first place by "make install".
If it's not there, just create it.
