I had the exact same question, the answer is look in the 'bin' directory
that mailman stalls. There are a bunch of programs there which, if you
run them with no arguments, mostly tell you what they are for and how
to use them. You will find you can do this and other things using
these programs on the command line.
It was not obvious to me, when setting up mailman, that these were
programs that I was supposed to run myself--probably the documentation
should be improved.
