It doesn't.  It is merely that the value of a list with a good
archive is vastly improved, so the two tend to get bundled.

That is one approach -- and has both advantages and disadvantages.
For one it archives the messages as the list sneds them, not as it
receives them.  In a number of cases this is not desirable.
