[Mailman-Users] Smtp-failures fatal?

I am running huge lists on a fairly busy machine. When spawning the list, it throws up the utilisation on the machine which causes the MTA to block connections (good for the MTA!). The following messages are logged by mailman:

Nov 23 10:45:03 1999 TrySMTPDelivery: To xxx at xxx.xxx.co.za:
Nov 23 10:45:03 1999 TrySMTPDelivery:    socket.error  / (111, 'Connection refused')  (deferred)
Nov 23 10:45:03 1999 TrySMTPDelivery:  Maybe your MTA daemon needs restarting?

Are these messages fatal? Do the messages get delivered? Does the admin of the list get ugly failure notes in his mailbox?

If they are fatal, then this is bad! I do not think mailman can always rely on the SMTP socket not being blocked.
