Are any NFS disks involved in this, by any chance?  What is the output
of

  # cd mailman-1.0b8/src
  # make -n install
  # make install

?

If you're installing to a NFS disk, the disk needs to be exported
root-writeable -- on Linux, I think the /etc/exports option you need
is "no_root_squash", other OSes differ.
