Thank you for the report. As you surmise, all the .txt files should be
iso-8859-1 encoded, not utf-8. ASCII text is OK as that is a subset of
iso-8859-1. I have reported this at
<https://bugs.launchpad.net/mailman/+bug/1602779> and fixed it for the
next release.
