The above looks like quoted-printable encoded cp1251 cyrillic 
characters. It is not UTF. When quoted-printable decoded, it looks like 
(тест, второе письмо)

If you are seeing this when you view the "Message Excerpt" in the 
admindb web interface, this is normal. What you see there is not decoded 
from its original (quoted-printable in this case) encoding.

The best way to view held messages is to set admin_immed_notify to Yes 
on the list's General options page and view the email notification with 
an MUA (email client) that understands the multipart notice with the 
original message attached.
