The above looks like quoted-printable encoded cp1251 cyrillic characters. It is not UTF. When quoted-printable decoded, it looks like (????, ?????? ??????) If you are seeing this when you view the "Message Excerpt" in the admindb web interface, this is normal. What you see there is not decoded from its original (quoted-printable in this case) encoding.
