[Mailman-i18n] MailMan in Khmer Language

Mailman translation procedure is explained in README-I18n.en in the 
source file which you can browse from

It looks like the Khmer language is assigned as 'km' in iso-639.

So, you should start by creating following two directories in your 
source directory:
	templates/km
	messages/km
